The Financial & Professional Services are partnered with an arm’s-length body in the financial services sector to recruit a Senior Procurement Operations Manager. 

The organisation is in the process of building out a greenfield procurement function, to support improving nationwide infrastructure to achieve the government objective of a net zero UK by 2050.  

As well as empowering the nation’s transition to a greener future through clean energy, green transportation, water and waste, the organisation is passionate about generating regional and economic growth and employment.  

As part of their recruitment drive, the organisation is looking for someone with extensive procurement operation experience and a good understanding of PCR2015 and other central government frameworks, to build strategy, identify process improvements and manage the procurement operations team. 

This hybrid role will see you aligned to the head office in Leeds, with an expectation to be in the office 3x/week. 

Key responsibilities:  

  • Designing and implementing procurement operational procedures in compliance with PCR2015 
  • Supporting procurement processes improvement from sourcing to contract award, ensuring regulation and compliance is upheld throughout.  
  • Developing and maintaining effective working relationships with internal stakeholders, suppliers, cabinet office and other government departments to ensure procurement operational activity is aligned with the wider strategic business objectives.  
  • Managing the procurement operations team including performance management, coaching and mentoring 
  • Managing the purchase-to-pay process from onboarding through to requisitions and payment to ensure compliance throughout 
  • Ensuring all operational activities are transparent, fair and equitable and comply with the highest standards of ethical conduct and integrity 
  • Monitoring and reporting on procurement transactional activity both internally and externally  
  • Contributing to and implementing supplier and contract management strategies 
  • Maintaining accurate and up-to-date procurement related documentation including contracts, tenders and agreements 
  • Undertaking regular audits to ensure compliance 

Skills and experience:  

  • Strong interpersonal and communication skills 
  • Leadership and team management skills 
  • Strong analytical/ problem solving mindset 
  • Strong IT skills including proficiency in Microsoft Office applications and project management 
  • Good knowledge of procurement legislation, policies and procedures 


  • Up to £85,000 
  • Up to 15% pension contribution
