Procurement Officer

Procurement Heads are thrilled to have partnered with a leading Housing organisation dedicated to delivering value for money and ensuring compliance with Public Contract Regulations. Managing £150 million in third part supplier arrangements annually, our client ensure competitive advantage and exceptional service for customers and taxpayers alike.
  
We are looking to appoint a dynamic and experienced Procurement Officer within the Homes Procurement team to support the team on planned and reactive construction-based projects. Typically working on three large strategic projects at any given time, with values of between £3m and £10 million each, strong supplier management strategies are essential alongside accomplished negotiation and risk mitigation skills.
  
Key Responsibilities

  • Establish and maintain strong relationships with stakeholders to support delivery of Procurement objectives and the 2030 Strategy.
  • Lead assigned sourcing initiatives, which vary in terms of scope and scale.
  • Conduct market tenders and managing the evaluation across a cross-functional team to determine supplier selection.
  • Understand business requirements and structuring deals to meet those requirements.
  • Use spend analytics to identify spend outside Procurement management, work with the wider team to identify opportunities to improve delivery of value/ cost avoidance or savings and mitigate risk.
  • Identify and document risks, issues and opportunities.
  • Negotiate deals to achieve optimal commercial terms.
  • Draft contracts based on standard terms and conditions.
  • Build relationships with key suppliers.
  • Adhere to the corporate standards and applicable legislative frameworks, including using the defined sourcing tools and processes in delivery of sourcing initiatives. Promote compliance with business processes.
  • Support organisation in the preparation and publication of applicable notices (as per Procurement Act 2023) and other applicable legislation.
  • Identify and implement opportunities to deliver savings for clients and drive benefits through smarter/ efficient sourcing (this includes spend analytics, contract registers (including commencement and expiry dates, renewal and termination provisions.
  • Promote use of frameworks where this represents better value for money for the organisation.
  • Provide support and guidance, where applicable throughout procurement lifecycle during ordering process through to receipt and payment.
  • Manage procurement systems, as required.
