Procurement Manager – 12‑Month Fixed Term Contract

Overview
We are currently supporting a well‑established organisation in the public services and housing sector in their search for an experienced Procurement Manager. This is an excellent opportunity to join a progressive, customer‑focused organisation known for its investment in people, communities, and sustainable housing solutions.
This role is offered on a 12-month fixed term contract, providing a fantastic opportunity to lead high‑value procurements and contribute to organisation-wide improvements in procurement strategy and compliance.
Role Summary
As Procurement Manager, you will act as the organisation’s procurement subject matter expert across all purchasing categories. You will partner with stakeholders to drive best practice in procurement strategy, market engagement, tendering, contract award, implementation, and supplier management.
You will lead above-threshold regulated procurement activity, ensuring full compliance with the Procurement Act 2023 and associated reforms. You will also support deployment of the revised procurement legislation, ensuring all processes and documentation meet the latest regulatory standards.
A key responsibility includes ownership and oversight of the contracts register, ensuring it is accurately maintained to support strategic planning and effective contract lifecycle management.
Key Responsibilities
- Lead and manage above-threshold procurement projects in line with UK procurement legislation
- Provide expert guidance on procurement strategy, market trends, and risk management
- Ensure compliance with the Procurement Act 2023 and associated regulations
- Manage tendering activities using e-procurement platforms (Intend and ProContract)
- Maintain and oversee the organisation-wide contracts register
- Partner with internal stakeholders to deliver efficient, compliant procurement outcomes
- Produce clear, accurate procurement reports and documentation
- Support continuous improvement within the procurement function
About You
The ideal candidate will have:
- Demonstrable experience running above-threshold public sector tenders
- Strong understanding of procurement legislation and regulated procurement frameworks
- Proven experience in category management and delivering organisation-wide projects
- Experience using e-tendering systems such as Intend and ProContract
- Excellent communication and reporting skills
- A full driving licence and access to a car for business travel
